Since patch 8.2, Rise of Azshara, you can no longer replace or mute sounds by creating a Sound folder and dropping files in there. 

This simple addon replaces (mutes and replaces in some cases) most of Legion retribution paladin sounds and replaces them with their older versions, as well as adding some Warcraft 2 and 3 iconic sounds to the mix.

Instructions:

There’s only 1 instruction, type /rcs to toggle the custom sounds on and off.

It is highly recomended to not touch any of the .lua files unless you’re sure of what you’re doing, if you don’t like a particular sound you can delete the sound file (.ogg extension) within the addon files.

It is worth mentioning that the list of muted sounds not only silences those being casted by your character but it will also mute Player and npc abilities as well.
