BGE Spec and Class Text

In battlegrounds (rated and unrated) …

…adds a localized specialization and class string to right of the BattleGroundEnemies enemy player frames.

…if the user has ElvUI active, creates a tag ([scnpoverlay]) which, when used in a text field of any Enemy NamePlate text-accepting frame overlays that frame with the same information.

…if the user does not have ElvUI active, overlays the health bar of enemy nameplates with the same information.

Localization is automate as all specialization/class information used in this AddOn is pulled from self-localizing API calls.

BGE Spec and Class Text is non-functional outside of battlegrounds as all of specialization data comes from the Battlefield Scoreboard updates. It also does not poll the client for those updates since BattleGroundEnemies does already and the client (all of the client) has access to that data from that polling.
